I presume that these are meant to be an "alternative" Christmas decorations for the GPO Melbourne shopping centre, and not a student prank!
They sure caught my eye! 
They are actually iridescent inflated Christmas trees, taped with taped marked Fragile on these magnificent columns.
The decorations continue inside, with the same inflatable Christmas trees dangling by tape.
